“Conceptual illustration of hospital audit planning. Created with artificial intelligence; no patient information is shown.”
An open aiomics model combines official hospital audit statistics with published workload assumptions to help German hospitals assess the administrative implications of the GKV-Beitragssatzstabilisierungsgesetz.

BERLIN, Germany – November 2, 2026 – Aiomics has published an open calculation model estimating approximately EUR 260 million in additional annual administrative work across German hospitals, Medical Services and statutory health insurers under the hospital audit rules taking effect in 2027. Its audit-quota atlas provides the underlying data, calculations and assumptions so hospital managers can examine the implications for their own operations.

The model addresses changes introduced by the GKV-Beitragssatzstabilisierungsgesetz, Germany’s statutory health insurance contribution-rate stabilization law. The July 2026 legislation introduces ordinary audit quotas of up to 5, 20 and 40 percent from January 2027. The applicable tier depends on the share of completed audits that leave the hospital’s bill unchanged. Germany’s Medical Service, known as Medizinischer Dienst or MD, conducts the audits commissioned by statutory insurers.

Official data, visible assumptions

Applying the new thresholds retrospectively to official second-quarter 2026 statistics places 1,331 of 1,524 hospital institution identifiers in a higher ordinary audit tier. An institution identifier can cover multiple hospital locations. This comparison describes the effect of changing the thresholds on a historical dataset; actual 2027 quotas will depend on the relevant later quarterly results.

The preferred model estimates around 3.6 million additional working hours over a full year at the assumed additional audit volume. Its monetary planning range extends from EUR 150 million to EUR 740 million. The range reflects uncertainty about processing time and how fully insurers use the available audit capacity. Some time assumptions have not been measured. Bill reductions and statutory expense allowances are excluded.

A further one-percent tier approved by the German parliament on October 15, 2026, is excluded from the model. As of this release, that amendment has not been promulgated. The atlas distinguishes the enacted July rules used for its calculations from this subsequent legislative development.

A planning resource for hospital teams

Hospital managers can use the published calculations to examine how their own handling times, audit outcomes and case volumes compare with the assumptions. A higher permitted quota alone does not establish how many audits an insurer will commission or how many bills will be reduced. The results of audits completed during the third quarter of 2026 determine the quota for the first quarter of 2027.

Aiomics develops software that prepares responses to payer inquiries from existing case documents. Draft statements are connected with source references that professionals can inspect before approving a document. The company has a commercial interest in this area; the workload model measures neither software effectiveness nor savings achieved by its customers.

Publishing the assumptions allows hospitals, researchers and other interested readers to examine the calculation and identify where local measurements would change the result. The atlas is publicly accessible without purchasing software. It includes links to primary sources, calculation steps and the limits of the estimate.
